Even before the current U.S. recession, a large percentage of women-headed households

were struggling to make ends meet. The anti-poverty policies of the 1990s promoted

employment and brought many single mothers into the labor force. However, the majority of

these women were engaged in low-wage work that failed to lift their families out of poverty.

Because these programs did not assure that women-headed households met their basic needs

during boom times, they are very unlikely to provide much relief for them in times of economic

downturn. In this talk, economist Randy Albelda will address these issues and outline ways that

Obama’s recovery package might implement labor and anti-poverty policies that could better

serve low-wage women workers.
